Decal SPA in $86 m plus Suape investment

Italian bunkering and liquid bulk storage company Decal SPA has obtained approval this week from Antaq – the National Agency for Waterborne transport in Brazil – to move ahead with a project to spend  Reais283 million ($86.43 million) on expanding its existing liquid bulk terminal in the northeast Brazilian port of Suape.

This brings the total of new money invested into the Suape Industrial Port Complex up to Reais363 million this year, for a Reais80million scheme to expand a liquid bulk tank facility for Brazilian company Pandenor was approved back in February.

Also there is a plan to move forward with a concession for a new container terminal for Suape, to provide competition to the existing concession Tecon Suape, which is operated by the Philippines based International Container Terminal Services Inc (ICTSI).

Decal serves the local market bunkering market, covering the North and Northeast regions of Brazil and the company's main customer at Suape is Petrobras.

Jorge Lemos, the general manager of Decal in Brazil, said that the company is set to obtain construction and installation licenses by the end of this year and then expansion of the 156,000 cu litre capacity terminal will proceed.

“There is considerable pent-up demand for storage of liquid bulk so this authorization could not come at a better time,” said Jorge.

During the first half of 2017, liquid bulk accounted for 72% of all movement at the Decal facility, with 3.85 million tons of liquid bulk handled during the first five months of this year, a 6% increase compared to 2016.

And earlier this year, Pandenor Importacao e Exportacao Ltda announced the investment of Reais 70 million for the expansion of its liquid bulk tank warehousing. The company is building eight new liquid bulk storage tanks to increase capacity by 60,000cubic meters, taking overall capacity up to 122,000 cu metres of liquid bulk.
